On behalf of Tenughat Vidyut Nigam Limited (TVNL), Ranchi Expression of Interest in two parts (Part-I Techno-Commercial Bid, Part-II Price Bid) contained in three envelopes A, B & C (Requisite cost of Tender Document & Earnest Money in envelope ‘A’, Techno-Commercial Bid in envelope ‘B’ and Price Bid in envelope ‘C’) are invited from experienced, reputed and financially sound Consulting Company for preparation of DPR, estimation & tender documents towards construction of new ash pond at TTPS, Lalpania for 2x210 MW Units. The details are as given here under:

1.    The Bidder should have the following Qualifying Requirements (QRs):


a. The bidder should be an ISO certified Consulting company and should be registered under the companies Act 1956, for at least 5 (Five) years as on FY March’2015.


b. The average annual turnover during last three years ending 31st March of the previous financial year (i.e. 2012-13, 2013-14 & 2014-15) shall be at least 10 Crores (Rupees Ten crore) only.


c. The consultant should have done detail engineering for at least 02 Nos. Ash Pond for 210 MW/ 250 MW Power Plant or 01 No. Ash Pond for 500 MW in any TPS under Govt./Semi Govt./CPSU/SPSU/ SEB’s./Reputed Private Organization. 

The above experience of similar works should have been successfully completed during last 07 (Seven) years ending last day of previous month to the one in which tenders are invited.

Similar work means the bidder must have working experience for preparation of DPR, estimation & tender documents towards construction of Ash Pond in any TPS.

 d. The bidder should have full time in-house team of expert having strong domain knowledge in the construction of Ash Pond and should demonstrate working experience on the assignments.

e. The Ash Pond should have been engineered during the past 07 (Seven) years and construction work should be completed and in operation for at least one year period.

 f. The bidder should fulfill the above qualification on his own and not in association/consortium with any other person/firm/company.


2.   The tender document is to be downloaded from the TVNL website www.tvnlonline.com. The cost of tender document shall be deposited at the time of submission of tender paper in the shape of Bank Draft issued by any Nationalized/Scheduled Bank in favour of “TENUGHAT VIDYUT NIGAM LIMITED” payable at Ranchi. Tender shall not be considered without cost of tender document. Any type of tempering/alteration with tender document shall not be allowed and offer, if submitted so, will be summarily rejected.


3.    Tender without Earnest Money shall not be considered. Offers shall be accompanied with the cost of tender document and earnest money deposit (EMD) of requisite value as specified above in a separate envelope ‘A’ failing which offers are liable for rejection.EMD may be furnished in the form of Demand Draft/ Bank Guarantee from any Indian Nationalized Bank/ Schedule Commercial Bank in favour of “TENUGHAT VIDYUT NIGAM LIMITED” payable at Ranchi. The Bank Guarantee should remain valid for 12 months.


4.    The earnest money will be forfeited on revocation of tender before expiry of validity period of the tender or on refusal to enter into the contract after the award is made by TVNL to the bidder.


5.    The bidder should submit Bank Solvency Certificate of any Indian Nationalized / Scheduled Commercial Bank in support of their financial credibility /capacity.


6.    Any corrigendum/Addendum/Extension of bid opening date and cancellation of EOI will be published through our website www.tvnlonline.com only and not through newspaper. The bidders are requested to visit our website regularly for any addendum/corrigendum/extension till opening of EOI.


7.    The due date of bid opening as mentioned in the tender will remain firm. However, in case of unforeseen circumstances or due to administrative reasons the bids are not opened on the due date, the same shall be opened on the next working day at the same time.


8.    The undersigned reserves the right to reject any or all tenders or to distribute the job among the bidders without assigning any reason thereof.


9. EVALUATION CRITERIA: The bids shall be evaluated by a tender committee of TVNL as per qualifying requirements and other documents mentioned in the EOI. After  scrutiny the bid shall be rejected if,

a.     It is not received within the stipulated time and date as indicated above.

b.     It is not accompanied with the requisite tender fee, earnest money deposit, requisite documents and schedules.

c.     Proposal is not a firm proposal.

d.     Proposal is not valid for requisite time period.

e.     A material misrepresentation is made or discovered.

f.     The Bidder does not respond to the Committee asking for supplementary information required for the evaluation of proposal with in the given time period.

g.    In the event of no response from the Bidder on the clarification / negotiation for finalization of the contract the company reserves the right to reject the bid and forfeit the earnest money deposit furnished by such Bidders.


10.  EVALUATION OF FINANCIAL BID: After scrutiny and evaluation of technical bids, the qualified bidders shall be short listed on basis of technical eligibility. The financial bids of only short listed bidders shall be opened, in the presence of concerned bidders or their duly authorized representatives, who wish to be present.
